Recently, the Vice-President addressed the 25th National Conference of Chairpersons of State Public Service Commissions (SPSC).
About SPSC
- State Public Service Commissions are independent constitutional bodies established under Articles 315-323 of the Indian Constitution (Part XIV).
- Role and Function:
- Conducts examinations for state government services.
- Advises on recruitment, promotions, transfers, and disciplinary actions in state services.
- Recommendations are advisory and not binding on state governments.
- Appointments: The Governor appoints the Chairperson and members (Article 316).
- Tenure: A term of 6 years or up to the age of 62 years, whichever is earlier.
- Removal: The President of India can remove the Chairperson on grounds like insolvency, outside employment, mental incapacity, or proven misbehaviour.
- These commissions play a significant role in ensuring fair recruitment and governance in state public services while maintaining constitutional integrity.
